Establishes new salary grades and compensation schedules for managerial and confidential state employees excluded from collective bargaining units, effective April 1, 2014 and April 1, 2015.

Sets hiring rates, job rates, and performance advances for M/C grades 3-23 and M grades 1-8, with rates increasing between 2014 and 2015 across all grades.

Establishes salary schedules for correctional facility superintendents based on inmate population capacity: $115,723-$157,923 (hiring/job rates) for facilities with 400+ inmates and $89,992-$113,721 for facilities with fewer than 400 inmates, effective April 1, 2014, with increases in 2015.

Repeals previous salary provisions in Civil Service Law Section 130 and Correction Law Section 19 to implement these new compensation structures.

Takes effect immediately and is deemed in effect retroactively to April 1, 2014.
