Establishes a moratorium requiring the Department of Environmental Conservation to hold at least two public hearings in areas with mute swan populations before adopting any management plan for mute swans (cygnus olor)

Mandates a minimum 45-day public comment period following the final public hearing before any management plan can be adopted

Requires any management plan to prioritize non-lethal management techniques, document scientific basis for population projections and environmental damage, include public education components, and respond to all substantive public comments

Expires and is repealed two years after the effective date
