Consolidates animal cruelty offenses into a new Penal Law Article 280, establishing distinct crimes including animal fighting (Classes A misdemeanor to D felony), animal cruelty in second degree (Class A misdemeanor), and animal cruelty in first degree (Class D felony for intentional torture or death of companion animals).

Defines "torture" as conduct intended to cause extreme physical pain and "cruelty" to include acts causing unjustifiable physical pain, suffering, or death, with specific enumeration of prohibited conduct such as overdriving, overloading, injuring, maiming, or killing animals.

Establishes special sentencing provisions allowing courts to order forfeiture of animals involved in cruelty offenses, prohibit convicted persons from owning animals for reasonable periods, and for farm animals, authorize sale with proceeds distributed after costs and fines, while preventing convicted persons from redeeming forfeited animals.

Expands authority of peace officers and duly incorporated animal cruelty prevention societies to issue appearance tickets, arrest offenders, and seize animals; creates procedures for security deposits to cover animal care costs during legal proceedings with provisions for refunds upon acquittal.

Upgrades penalties for related crimes including killing or injuring police animals and harming service animals from misdemeanors to Class D felonies, and adds animal cruelty in the first degree to the definition of Class D violent felonies.
