Expands the definition of "guide" to include kayaking and adds a new definition of "outfitter" as any person soliciting or providing guides for compensation.

Establishes licensing fees of up to $200 for residents and $500 for non-residents for a five-year license period.

Requires guides and outfitters to provide written disclosure to clients prior to service including date, time period, cost, and character of services, signed by the client and maintained for two years.

Prohibits guides from operating while intoxicated or impaired and prohibits outfitters from knowingly providing guides in such condition, with violations subject to the same penalties as hunting while intoxicated.

Allows the department to suspend a guide's license for up to two years or revoke it for violations, and permits suspension or revocation of an outfitter's privilege to provide guides for at least one year up to ten years for multiple violations.
