Imposes an immediate moratorium on any Department of Environmental Conservation plan to designate mute swans as a prohibited invasive species or eliminate them from New York state

Establishes a seven-member committee to study mute swans and determine whether they should be designated as prohibited invasive species and whether populations should be eliminated

Committee must consider alternative management approaches to elimination and report findings to the governor and legislature within one year of the act's effective date

Moratorium remains in effect until 120 days after the committee submits its report

Committee shall consist of three members appointed by the governor, two by the Senate Temporary President, and two by the Assembly Speaker, with no more than one Department of Environmental Conservation employee
