Requires the Office of Mental Hygiene, in cooperation with the Department of Environmental Conservation, to post information on its website about steps and guidelines for municipalities, pharmacies, law enforcement agencies, and community groups to conduct household pharmaceutical collection events.

Authorizes the Commissioner of Environmental Conservation, in consultation with the Department of Mental Hygiene, to develop and disseminate a public information program on proper drug disposal and drug disposal sites through any appropriate means.

Takes effect 120 days after becoming law, with authorization for necessary rule and regulation changes to be made immediately upon enactment.
