Requires individuals seeking Board of Regents membership to submit disclosure documents to the Education and Higher Education Committee chairs, including personal/professional experience, financial interests of themselves and immediate family, corporate positions, and other relevant relationships.

Mandates fingerprinting of all Board of Regents candidates using records from the Division of Criminal Justice Services and Federal Bureau of Investigation.

Prohibits regents and their spouses from making political contributions, political endorsements, holding political office, or serving as political party chairman.

Maintains existing requirements that regents must be U.S. citizens and New York residents for at least five years, and establishes five-year terms for regents elected on or after April 1, 1994.

Requires regents to file annual financial disclosure statements between December 15 and January 15 with the Secretary of the Senate and Clerk of the Assembly, with reports compiled and made available for public inspection by January 31.
