Department of State must promulgate rules and regulations establishing safety standards for anchoring, securing, and counter-weighting moveable soccer goals, substantially complying with United States Consumer Product Safety Commission guidelines.

Moveable soccer goals erected in New York State must comply with the safety regulations, defined as freestanding structures with upright posts, crossbar, and support bars designed for soccer use and capable of being moved to different locations.

Moveable soccer goals erected on one, two, and three-family residential properties are exempt from the safety requirements.

Attorney General may bring civil enforcement actions in Supreme Court seeking injunctions and civil penalties of up to five hundred dollars per violation, with notice and opportunity to respond required before proceedings unless public interest demands preliminary relief.

Act takes effect one hundred eighty days after becoming law, with regulatory implementation authorized to begin immediately.
