Creates new penal law section 120.08-a establishing the crime of "criminally impeding an emergency medical service paramedic or emergency medical service technician" when a person strikes, bites, kicks, punches, chokes, beats, or hits an EMS paramedic or technician while they are performing lawful duties and rendering patient care with intent to impede them.

Classifies this new offense as a Class D felony.

Adds the new crime to the list of Class D violent felony offenses in penal law section 70.02.

Takes effect 90 days after becoming law.
