Creates a nine-member temporary Commission on Long Term Care Facilities with members appointed by the Governor, Senate Temporary President, Assembly Speaker, and minority leaders, all requiring expertise in long-term care and advocacy

Commission must study the effects of facility closures on residents' physical and mental health, availability of placements for dementia and skilled nursing care, relocation impacts on residents and families, and the sufficiency of current closure regulations

Commission shall make recommendations for legislation and regulations governing facility closures and resident relocation, and study the feasibility of a notification system to alert residents and families at least one year before closure

Imposes a moratorium prohibiting long-term care facility closures, conversions, or staffing reductions for one year after the Commission submits its report and recommendations

Commission must submit findings and recommendations to the Governor and Legislature one year after its first meeting; provisions automatically expire one year after the report is delivered; exempts non-profit facilities operated by religious tax-exempt organizations
