Authorizes the town of Riga to use its Host Benefit Agreement reserve fund for repair and improvement of highways, including sluices, culverts, and bridges with a span of five feet or less in any area of town

Adds highway improvements as a new eligible use (option C) alongside existing uses for water, drainage, and fire protection improvements, and debt service on water-related obligations

Removes the December 31, 2014 expiration date, making the reserve fund provisions permanent rather than temporary

Maintains that expenditures are subject to permissive referendum under Town Law Article 7, except for transfers to the general fund which do not require referendum approval

Takes effect immediately upon enactment
