Reduces trustee appointment terms from five years to three years for new appointments made on or after January 1, 2015, and requires trustees appointed on or after June 1, 2014 to be Queens residents or business owners in Queens.

Allows ex-officio members (mayor, comptroller, public advocate, city council speaker, and Queens borough president) to designate representatives to serve in their place on the board.

Grants appointing parties (mayor or Queens borough president) authority to remove trustees for misconduct, incapacity, neglect of duty, or failure to carry out the library's educational purpose, with removal procedures requiring notice, response opportunity, and appeal rights.

Requires the board to adopt by-laws mandating annual financial disclosures from the executive director and key library executive personnel, limiting their outside employment, and establishing approval processes for hiring and compensation of executive staff.

Establishes three board committees: an Audit Committee to oversee accounting and audits, an Executive Committee to replace the Administrative Committee, and a Labor Relations Committee to address labor issues and service contracting, and requires conflict-of-interest by-laws and a comprehensive executive compensation study within 90 days of enactment.
