Authorizes the Town of Marlborough in Ulster County to offer police officers Charles Hoffman and Arthur S. Terwilliger participation in the optional twenty-year retirement plan under section 384-d of the Retirement and Social Security Law, retroactively allowing them to enroll despite missing original deadlines due to reasons not attributable to their own negligence.

Town of Marlborough must file a resolution with the state comptroller by December 31, 2014, certifying that the officers did not bar themselves from the plan due to their own negligence.

The two police officers may then elect coverage under section 384-d by filing a request with the state comptroller on or before June 30, 2015.

Town of Marlborough bears all past service costs associated with the plan implementation, estimated at approximately $79,800 as a one-time payment, plus approximately $5,300 in increased annual contributions for fiscal year ending March 31, 2015.

Act takes effect immediately upon enactment.
