Authorizes retroactive validation of sewer system bonds totaling $2,772,792 authorized in 2001 and amended in 2005, and water system bonds totaling $9,997,000 authorized between 2005 and 2006.

Addresses compliance defects where a $210,402 principal payment made on June 25, 2010 from sewer bond proceeds was improperly applied to water system obligations, violating local finance law restrictions on fund use.

Ratifies and confirms all related board of trustees resolutions, acts, and proceedings adopted in connection with these bond issuances despite identified legal violations.

Takes effect immediately upon enactment.
