Expands the definition of "customer-generator" to include individuals who lease, operate, or are entitled to output from renewable energy equipment, in addition to those who own it.

Applies expanded definition to solar, wind, fuel cell, micro-combined heat and power, and micro-hydroelectric generating equipment for both residential and non-residential customers.

Increases maximum cost responsibility for residential customers installing solar, micro-combined heat and power, fuel cell, or micro-hydroelectric equipment to $350, with higher limits for farm operations ($5,000) and larger non-residential systems determined by the electric corporation.

Allows non-residential farm operations and customers with solar, micro-hydroelectric, or fuel cell equipment to designate net metering credits across multiple properties owned or leased within the same service territory and load zone.

Takes effect immediately upon enactment.
