Adds a new definition of "corporate headquarters" to the economic development law as a place where executives and senior managers direct operations on a day-to-day basis, handling strategic planning, communications, taxes, law, marketing, finance, human resources, and information technology.

Expands the definition of "regionally significant project" to include corporate headquarters that create at least 300 net new jobs and make significant capital investment in the state, alongside existing categories of manufacturers, agricultural businesses, financial services firms, distribution centers, and research firms.

Adds corporate headquarters as an eligible business type under the Excelsior Jobs Program, requiring corporate headquarters entities to create at least 100 net new jobs to participate in the program.

Allows the commissioner to establish regulations determining what constitutes significant capital investment for each project category and what additional criteria businesses must meet for eligibility.

Takes effect immediately upon enactment.
