Prohibits the manufacture, distribution, and sale of personal cosmetic products containing microbeads (plastic particles 5 millimeters or smaller used for exfoliating or cleansing)

Applies to soap, exfoliates, shampoos, toothpastes, scrubs, and similar products applied to the human body; excludes prescription medications

Vests exclusive state jurisdiction over microbead regulation, preempting local regulations

Allows the Department of Environmental Conservation to exempt products containing microbeads that biodegrade safely and timely in aquatic environments upon manufacturer application

Establishes civil penalties of up to $2,500 per day for first violations and up to $5,000 per day for subsequent violations, with enforcement authority to enjoin violations

Takes effect December 31, 2016, with the sales prohibition taking effect December 31, 2018
