Establishes an agricultural pilot program authorizing the growing of industrial hemp (Cannabis sativa L. with no more than 0.3% delta-9 tetrahydrocannabinol on a dry weight basis) in New York State under federal authorization.

Permits the Commissioner of Agriculture to authorize up to ten sites for growing or cultivating industrial hemp, operated by the Department and/or institutions of higher education, with all sites certified and registered with the Department.

Prohibits the sale, distribution, or export of industrial hemp grown under this pilot program.

Requires the Commissioner to develop regulations in cooperation with the Commissioners of Health and Criminal Justice Services covering program approval, authorization of persons to acquire or possess hemp, and disposition of harvested hemp.

Takes effect 180 days after enactment, with regulations to be finalized before the effective date.
