Amends the Family Court Act to allow diversion services to include substance use disorder assessments for youth when a petition alleges the child has a substance use disorder or needs immediate detoxification.

Defines "substance use disorder" as misuse of, dependence on, or addiction to alcohol and/or legal or illegal drugs that are detrimental to a person's physical and mental health or the welfare of others.

Requires the designated lead agency to determine whether an assessment by an Office of Alcoholism and Substance Abuse Services certified provider is necessary when a petition alleges a youth has a substance use disorder that could make them a danger to themselves or others.

Prohibits the designated lead agency from being required to pay for assessment or substance use disorder services, except where medical assistance for needy persons can be used to cover costs.

Takes effect 180 days after enactment, with rules and regulations able to be promulgated immediately upon passage.
