Requires any person selling or offering for sale electronic cigarettes to register with the Department of Health, unless already registered with the Department of Taxation and Finance to sell tobacco products under Article Twenty of the Tax Law

Directs the Commissioner of Health to adopt regulations establishing a registry for electronic cigarette vendors and ensuring compliance with registration requirements

Takes effect on the first day of the month commencing after the one hundred eightieth day following the bill's enactment

Authorizes the Department of Health to immediately begin adopting necessary rules and regulations to implement the registration requirements by the effective date
