Expands the definition of property subject to judgment debtor collection to include property in the possession, custody, OR CONTROL of the judgment debtor (previously only "possession or custody")

Applies the expanded definition to both subdivision (a) covering property in the judgment debtor's possession and subdivision (b) covering property not in their possession

Updates gender-specific language throughout by replacing "he" with "he OR SHE" and "his" with "his OR HER"

Takes effect on January 1st following the date the bill becomes law
