Amends the tax law definition of "environmental zones" (EN-Zones) to include qualified sites that received Department of Environmental Conservation acceptance notices on or after July 1, 2014 under the brownfield remedial action program.

Expands EN-Zone criteria for sites receiving acceptance notices between January 1, 2011 and June 30, 2014 to include areas meeting poverty rate standards from either the 2000 census or the most recent census, rather than only the 2000 census.

Requires the Commissioner of Economic Development to establish and publish the list of environmental zones within 90 days after the law's effective date or 90 days following official publication of the most recent census, whichever is later.

Maintains existing EN-Zone criteria requiring either a 20% poverty rate combined with unemployment at 1.25 times the statewide rate, or a poverty rate twice the county poverty rate (for pre-September 1, 2010 brownfield sites).

Takes effect July 1, 2014 and applies retroactively to qualified sites receiving acceptance notices on or after January 1, 2011, with the new subparagraph (C) criteria applying to tax years beginning January 1, 2014 and later.
