Creates the Starr public library district in the town of Rhinebeck, Dutchess County, consisting of all territory within the town, to operate a public library known as the Starr library.

District formation requires voter approval by majority vote in an election held no later than January 31, 2017, with at least 25 qualified voters petitioning for the election and nine trustees elected at that time.

District governed by a nine-member board of trustees with staggered three-year, two-year, and one-year initial terms; future vacancies filled by election for three-year terms or appointment until next election.

Budget and tax levy approved by district voters at initial and annual elections; town board of Rhinebeck levies taxes on real property within district and may issue bonds for library facilities upon voter approval and written request from district trustees.

Upon board of regents charter approval, all assets, liabilities, property, and employees of the existing Starr Institute transfer to the district by operation of law; the Starr Institute is then dissolved.
