Requires the Department of Health to develop and periodically revise a comprehensive emergency medical and trauma care plan that incorporates ongoing quality assurance measures for all trauma system components involved in trauma care.

Mandates that coroners or medical examiners provide autopsy reports in a timely manner to general hospitals when a person dies during or while recovering from hospital care or treatment.

Makes autopsy reports available to hospitals for ongoing performance improvement purposes, including quality assurance and performance improvement initiatives.

Subjects all autopsy reports in a hospital's possession to confidentiality and privilege protections under Public Health Law Section 2805-M.

Takes effect immediately upon enactment.
