Directs the Commissioner of Health, in conjunction with the Director of the Division of Budget, to conduct a comprehensive study and report on public nursing homes in New York State within one year of the act's effective date.

Report must address financial conditions including Medicaid/Medicare trends over 20 years, current and projected government support, impacts of the Affordable Care Act and the state's four percent Medicaid global spending cap, and current usage patterns and specialty services.

Requires the report to analyze expected future demand for nursing homes including projections of state population aged 65+, 75+, and 85+ over the next three decades, and effects on residents if services are eliminated.

Imposes a two-year moratorium preventing any public nursing home operated or owned by a municipality from divesting or eliminating residential services until one year after the commissioner's report is submitted.

The act expires and is repealed two years after taking effect.
