Authorizes the City of Albany to establish a demonstration program imposing monetary liability on vehicle owners for operator violations of traffic-control signals, with photo enforcement devices at no more than 20 intersections.

Allows photo evidence from traffic-control signal monitoring systems to serve as prima facie evidence of violations, with penalties capped at $50 per violation plus up to $25 additional penalty for failure to respond.

Provides affirmative defenses including vehicle theft reports filed prior to violation and rental/lease agreements transferring liability to lessees, with owners able to seek indemnification from actual operators.

Establishes that owner liability determinations are adjudicated by parking violations bureaus or traffic violations bureaus under local law, excluding such adjudications from criminal insurance and driving record consequences.

Requires the City of Albany to submit annual reports on program results including accident data, violation statistics, fine collections, and adjudication outcomes; program expires 5 years after enactment.
