Adds "provisional MWBE certification" status to Executive Law Section 310, defined as minority and women-owned business enterprise certification valid for up to one year and renewable by the director.

Authorizes the director to grant provisional MWBE certification to applicants from designated industries after performing an availability analysis and finding that industry-specific factors combined with personal net worth or small business eligibility requirements have significantly excluded minority-owned or women-owned businesses.

Requires the director to make industry-based determinations for provisional certification widely available to the public and post them on the Division's website.

Maintains standard three-year certification validity period for all other MWBE certifications, excluding only provisional certifications from this requirement.

Takes effect immediately, with amendments to Executive Law Sections 310 and 314 expiring upon the expiration of those sections.
