Repeals the annual consulting services report requirement from State Finance Law Section 8, Subdivision 17 that required agencies to report on consulting contracts by May 1st.

Repeals the emergency construction contract reporting requirement from Public Buildings Law Section 9, Subdivision 5 that required the State Comptroller to file annual reports on contracts exceeding $10,000.

Consolidates procurement and consulting reporting into a single annual State Comptroller report due by July 1st, covering all state agency contracts, including active contracts, reviewed contracts, contract protests, and employment data for consulting contracts.

Requires State Comptroller reports to include contract details such as vendor information, dollar values, expenditures, procurement methods, bid counts, and for consulting contracts, planned and actual employment by category with hours worked and compensation.

Requires state agencies to report annually on single source contract awards, including the total number and dollar value of such contracts and the percentage they represent of total contract awards, along with the agency head's assessment of efforts to minimize single source contracting.
