Amends Chapter 549 of the laws of 2013 relating to charitable organization reform by adding new section 130-a to the executive law

Requires the state to develop procedures protecting not-for-profit corporations that are pre-qualified and registered with the New York State Grants Gateway from disqualification or suspension while submitting compliance amendments

Protects not-for-profits from being disqualified from applying for, receiving, or renewing state grants or contracts until their prequalification application amendments have been disapproved by the state

Requires amendments incorporating the provisions of Chapter 549 to be submitted by January 1, 2015 to avoid disqualification

Defines "New York State Grants Gateway" as the process developed by the state, effective July 1, 2013, to simplify and streamline grant and contract applications for not-for-profit corporations
