Establishes a Career and Technical Education (CTE) pathway to earning a Regents or Local high school diploma that differs from traditional requirements with respect to assessments.

CTE pathway must include completion of a CTE sequence from an approved business, Board of Cooperative Educational Services, secondary education program, or higher education institution; work-based learning experiences; and a work-skills employability profile.

Covers career fields including agriculture education, business and marketing education, family and consumer sciences education, health occupations education, technical education, technology education, and trade and industrial education.

Requires the Board of Regents to promulgate regulations in consultation with trade and professional organizations establishing curriculum, assessments, and criteria for earning a diploma via CTE pathway.

Makes the CTE pathway available to all students, including students with disabilities, beginning with students who enter high school in the 2014-2015 school year and thereafter.
