Requires chancellors of city school districts in cities with populations of one million or more to examine, evaluate, and make recommendations on expanding career and technical education schools and programs within their districts

Mandates chancellors assess the feasibility, costs, benefits, and means of such expansion

Requires each chancellor to submit a report within one year of the act's effective date to the governor, senate president, assembly speaker, and both minority leaders, including findings, conclusions, and recommendations

Directs chancellors to include legislative proposals in their reports as necessary to implement their recommendations

Takes effect immediately upon passage
