Adds definition of "landowner" to Public Service Law Section 120 to include any holder of rights, title, interest, lien, charge or encumbrance in real property subject to a proposed transmission line site or right of way

Requires notice of fuel gas transmission line construction to be served on landowners by certified mail, to the greatest extent practicable, with clear explanation of how to file as a party to certification proceedings within thirty days

Expands service requirements for fuel gas transmission line applications to include each affected landowner with same certified mail notice and party participation instructions as municipalities

Adds specific factors for commission to consider when determining effect on agricultural lands: viability of active farming, irreversible commitments of agricultural resources, and availability of alternative locations that avoid prime agricultural soils (mineral soil groups 1A, 1B, 2A or organic soil group A)

Takes effect immediately upon enactment
