Contractors must submit documentation within 30 days of project completion; cities can withhold building permits and certificates of occupancy from non-compliant contractors and may conduct audits

Imposes fines of $500 per day for failure to submit documentation, and $250-$500 per percentage point shortfall in recycling rates depending on project size, with authority for cities to modify penalties for extenuating circumstances
