Dedicates and designates Jerome Park in the Bronx (block 3246, section 12) as parkland of New York City, excluding the reservoir itself and lands within 10 feet of the reservoir shoreline, effective January 1, 2019.

Authorizes the Bronx borough president to convene a working group consisting of community stakeholders, elected officials, city agencies, Lehman College, and local organizations to develop an action plan for increased recreational use.

Directs the working group to recommend capital projects including walking and bicycle pathways, athletic fields, playgrounds, courts, picnic areas, viewing areas, parking for bicycles, and nature trails.

Requires the working group to issue a report with findings and an action plan by January 1, 2016, submitted to the borough president, mayor, parks and recreation department, environmental protection department, and relevant state legislators.

Extends the working group's existence until January 1, 2021 to implement the action plan in coordination with state and city agencies.
