Assessment-rolls and database must contain minimum information including property details (address, block, lot, tax class), comparable properties used for assessment, capitalization rates, exemptions, abatements, tax liability calculations, and effective tax rates

Each exemption and abatement listed must be linked to its full description

Takes effect 270 days after becoming law
