Amends Civil Practice Law and Rules Rule 4518(c) to establish admissibility standards for hospital records located outside New York State.

Allows out-of-state hospital records to be authenticated either by certification from the hospital head or delegated employee, OR by certification made according to the laws of the jurisdiction where the record is located.

An endorsement in the certification stating compliance with the relevant jurisdiction's laws constitutes prima facie proof of proper certification.

Hospital records from outside the United States, its territories, and possessions must also comply with all applicable New York State laws.

Effective immediately upon enactment.
