Amends the Economic Development Law to require development of a cross regional small business partnership program that fosters partnerships between small businesses from different regions of New York State

Program must initiate and encourage small business ventures that promote joint development across one or more state regions

Program must promote the use of products grown, made, processed or manufactured in New York

Program must encourage use of shared facilities for processing, production or manufacturing when feasible and promote job development within the state

Takes effect immediately upon enactment
