Authorizes Nassau County to discontinue approximately 0.44 acres of Christopher Morley Park in North Hills as parkland to allow the Roslyn Water District to construct and operate a water treatment facility.

Requires Nassau County to dedicate an amount equal to or greater than the fair market value of the discontinued parkland toward funding capital improvements to existing park and recreational facilities.

Restricts the alienation from occurring until Nassau County complies with federal requirements for parkland conversion, including obtaining approval from the Secretary of the Interior.

Mandates that the Roslyn Water District restore the land to park purposes and bear the full cost of restoration when the land is no longer needed for water treatment operations.
