Requires the Commissioner of Motor Vehicles to deny license restoration for persons convicted of DWI violations (Vehicle and Traffic Law Section 1192) or youthful offender adjudications unless they demonstrate complete satisfaction of all applicable requirements under Article 31 and full compliance with court-imposed sentencing conditions

Mandates proof of full payment of all fines and mandatory surcharges as a condition for license restoration in DWI-related revocation or suspension cases

Applies to persons subject to license revocation or suspension under Sections 510 and 1193 of the Vehicle and Traffic Law who have violated DWI statutes or operated a motor vehicle after consuming alcohol

Directs the Commissioner to develop prescribed forms for demonstrating compliance with restoration requirements and to promulgate regulations in consultation with the Office of Court Administration

Takes effect immediately upon enactment
