Amends the Alcoholic Beverage Control Law to authorize the State Liquor Authority to issue a brewery license to the Culinary Institute of America in Hyde Park, New York.

Allows the Culinary Institute to manufacture and sell beer brewed on its premises directly to restaurant licensees on-site, without requiring sales through a New York State licensed beer wholesaler.

Specifies the legal descriptions of two parcels of land in the Town of Hyde Park, Dutchess County that comprise the licensed premises, totaling approximately 171.33 acres.

Imposes restrictions on the premises for five years from the deed date: prohibits live entertainment (bands or DJs) and requires closure by 11:59 p.m. daily when serving alcoholic beverages.

Takes effect immediately upon enactment.
