Extends the filing deadline for registering World Trade Center-related disabilities from September 11, 2010 to September 11, 2015 for certain members of New York State and local retirement systems who participated in rescue, recovery, or cleanup operations after the September 11, 2001 attacks.

Applies the extended deadline to members of local retirement systems in cities with a population of one million or more, including those covered under specific sections of the New York City Administrative Code and Education Law.

Allows eligible beneficiaries of deceased members who separated from service with vested rights to also file by the extended deadline.

Requires retirement systems to maintain copies of all written and sworn statements filed by September 11, 2015, including those rejected as untimely.

Takes effect immediately upon enactment and exempts the bill from Section 25 of the Retirement and Social Security Law regarding cost offset requirements.
