Ginestro, III is granted retroactive Tier V membership in the New York state and local employees' retirement system effective March 29, 2012 (his employment date with Onondaga County as an electrician), rather than April 2, 2012 when his application was actually processed due to administrative error

Ginestro must file an application with the state comptroller on or before December 31, 2014 to receive this retroactive membership status and all associated rights and benefits

No contributions made by Ginestro to the retirement system will be refunded to him

Onondaga County must pay all past service costs, estimated at approximately $9,880 as a one-time payment, and approximately $4,350 in increased annual contributions for fiscal year 2015, with future costs varying based on billing rates and salary changes

The act takes effect immediately upon enactment
