Authorizes the St. Paul Boulevard Fire District in Rochester to reopen the optional twenty year retirement plan under Section 384(f) of the Retirement and Social Security Law for six named firefighters who missed the application deadline through no fault of their own.

Requires the fire district to file a resolution with the state comptroller by December 31, 2014, certifying that the firefighters did not fail to participate due to their own negligence.

Allows the six firefighters to elect coverage under the optional plan by filing a request with the state comptroller on or before June 30, 2015, and entitles them to full rights and benefits associated with the plan.

Requires the St. Paul Boulevard Fire District to bear all past service costs of approximately $204,500, which may be paid in ten equal annual installments.

Anticipates an increase of approximately $22,000 in annual contributions for the fiscal year ending March 31, 2015, with costs varying in future years based on billing rates and salaries.
