Authorizes Onondaga County to use a design-build contract method (single entity or team) to construct a performing arts amphitheater on the western shore of Onondaga Lake in the Town of Geddes, as an alternative to standard municipal bidding procedures under General Municipal Law Section 103.

Requires a two-step selection process: first, county reviews qualifications and creates a list of capable entities; second, county selects the proposal offering best value based on cost, quality, qualifications, implementation ability, and other pertinent factors.

Mandates a project labor agreement be included in the request for proposals if the county determines it best serves obtaining quality work at lowest cost and preventing fraud, with design-build contracts prohibited if no project labor agreement is performed.

Requires all construction work comply with prevailing wage requirements, Article 8 of the Labor Law, and professional licensing standards; contractors debarred under the Davis-Bacon Act are ineligible to bid or receive contracts.

Act takes effect immediately and expires two years after enactment, except that if Onondaga County issues requests for qualifications before expiration, the project may continue under the act's provisions.
