Expands Section 916 to allow students diagnosed with asthma or other respiratory diseases to carry and self-administer prescribed inhaler rescue medications on school property and at school functions with physician permission and written parental consent.

Creates new Section 916-A allowing students with allergies to carry and self-administer prescribed epinephrine auto-injectors on school property and at school functions with physician permission and written parental consent.

Creates new Section 916-B allowing students with diabetes to carry and self-administer insulin, glucagon, and blood glucose testing equipment on school property and at school functions with physician permission and written parental consent; permits students to carry food necessary to treat hypoglycemia per school district policy.

Authorizes licensed nurses, nurse practitioners, physician assistants, and physicians employed by schools to administer insulin, glucagon, and epinephrine to students with appropriate physician orders and parental consent (Sections 902-A and 902-B).

Permits school districts to authorize unlicensed school personnel to inject glucagon or epinephrine in emergency situations when licensed health professionals are unavailable, provided they receive proper training from licensed health care professionals (Section 921).

Provides liability protections for school districts and their employees for reasonable and good faith compliance with these health service provisions.

Takes effect July 1 following enactment.
