Commissioner of Transportation shall develop a plan by January 1, 2015, for an integrated transportation demonstration program for persons with intellectual and developmental disabilities, in consultation with consumer groups, transportation providers, and the Commissioner of Developmental Disabilities.

Plan must include identification of transportation providers, recommendations to eliminate regulatory barriers for coordination, considerations of public safety and service duplication, shared software recommendations, cost savings reporting, and rate adjustment recommendations.

Integrated transportation demonstration program shall be established in five locations across New York State, with four locations required to include a county with a population of 200,000 or fewer according to the 2010 census.

Transportation providers in each demonstration location shall study coordination benefits between human service agencies, including cost benefits, transportation quality, client access, and outcomes for individuals with intellectual and developmental disabilities.

Commissioner of Mental Hygiene shall provide cooperation and assistance to the Commissioner of Transportation for planning and establishing the demonstration program.
