Allocates $110 million annually to the Rochester region beginning January 1, 2015, with amounts indexed for statewide health care inflation in subsequent years.

Directs $5 million of allocated funds to a regional health planning organization for regional health care improvement projects, including $3 million annually for shared community health infrastructure and $2 million to fund the planning organization.

Allocates $105 million to hospitals in the region engaged in graduate medical education, with $100 million distributed proportionally based on current graduate medical education costs and $5 million for unreimbursed administrative costs.

Requires $100 million in graduate medical education funding to be offset by equivalent reductions in third-party payor claim payments to avoid duplicate funding, with an independent third party determining the reduction amounts.

Takes effect January 1, 2015, and expires with the underlying Public Health Law section 2807-s.
