Amends Civil Service Law to explicitly allow disciplinary procedures for competitive class employees to be negotiated through collective bargaining agreements with employee organizations.

Overrules the 2006 NYC PBA court decision that had invalidated negotiated police disciplinary procedures in some municipalities by citing pre-1958 laws that committed discipline to local official discretion.

Restores validity to current and expired collective bargaining agreements and interest arbitration awards relating to police officer discipline that were previously invalidated by courts or administrative agencies on public policy grounds.

Applies restored disciplinary agreements and awards to all pending and future disciplinary charges against employees, effective immediately upon enactment.

Establishes that disciplinary procedures under Sections 75 and 76 of Civil Service Law may be supplemented, modified, or replaced through negotiated agreements between public employers and employee organizations.
