Allows public school employers (except in cities with population over 1 million) to grant full-salary leave to teachers for serving as elective officers of statewide affiliates of local employee organizations, in addition to the local organizations themselves.

Removes the previous limitation restricting such leaves to no more than four officers.

Requires the statewide affiliate or local employee organization to reimburse the public employer for all salary, wages, and fringe benefits paid during the leave, including full retirement credit costs with the New York State Teachers' Retirement System.

Ensures the employee receives salary based on what they would have earned in their original position, calculated using the salary schedule in effect for their negotiating unit during each year of leave.

Takes effect immediately upon enactment with no projected annual cost to employers since the organization requesting the leave must cover all expenses.
