Requires every inmate who received mental health treatment within three years of their anticipated release from a state correctional facility to receive mental health discharge planning and an appointment with a community mental health professional capable of prescribing medications

Mandates that discharged inmates receive sufficient mental health medications and prescriptions to bridge the period between discharge and when a community mental health professional assumes their care

Allows inmates who have refused mental health treatment to also receive mental health discharge planning and necessary appointments with mental health professionals

Adds designees authorized by the Commissioner of the Department of Corrections and Community Supervision to the list of officers who may participate in mental health commitment proceedings for persons under community supervision following incarceration

Takes effect 60 days after becoming law
